Ledger of Debts. Creatures who have ever struck a deal with Kesh cannot lie to him; Kesh always knows whether such a creature is speaking the truth.
Contractual Binding. As a bonus action, Kesh can force a creature with an outstanding debt to him to make a DEX saving throw (DC 17) or be paralyzed for 1 round by magical chains of parchment.
Devilish Resolve (1/day). If Kesh fails a saving throw, he can choose to succeed instead.
Multiattack. Kesh attacks twice with Claw of the Contract.
Claw of the Contract. Melee Weapon Attack: +8 to hit, reach 5 ft., one target. Hit: 15 (2d10+4) slashing plus 7 (2d6) psychic damage.
Soul Price (Recharge 5-6). One target within 60 ft. must make a CHA saving throw (DC 17) or take 33 (6d10) psychic damage and be weakened for 1 minute (attack rolls and saving throws made with disadvantage) (half damage and not weakened on a success).
The Story
High above the world, where only airships and daring wizards venture, floats a market of drifting platforms and moored galleons, lashed together with swaying rope bridges over an endless drop. Merchants from a thousand worlds cry their wares, and the air smells of exotic spices, congealed magic, and the ozone of a coming storm. Whoever seeks something here that exists nowhere else will find it, for the right price.
But the Wolkenmarkt does not run on gold. It runs on promises, favors, and debts, and the most powerful trader of them all keeps the ledger. Whoever rashly promises to pay 'whatever it costs' signs, without knowing it, a contract that answers to no single world or single life. And today, those debts come due.
You come to the market with a purpose, a rare object, a forbidden piece of knowledge, a way out, and become tangled in a web of trade, cunning, and old agreements. You bargain with beings who do not lie but fold the truth, dodge traps hidden inside friendly offers, and balance literally over the abyss as the rope bridges creak. Someone on this market has bought up your debt and has come to collect.
Then Meester Kesh, the Debt Collector, opens his ledger, a winged figure with too many eyes, and your names are already written in it. Kesh rules the entire market and holds your soul, or that of someone dear to you, in his books. To sail away free you must break Kesh's contract by his own rules, or outdo him in a bargain that stakes everything, while the market falls apart beneath your feet in the storm. The climax plays out on the highest, tilting bridge, with the clouds tearing open and a long fall below you.
