Cloak of a Thousand Crows. As a reaction to taking damage, the Crow King can transform it into a scattering flock of crows: he takes only half the damage and moves up to 20 ft.
Every Debt Counts. The Crow King always knows who has ever betrayed him or owes him a favor within 1 mile.
Shapechanger. As an action, the Crow King can change into a single giant crow or return to his true form.
Multiattack. The Crow King makes two Claw Sweep attacks.
Claw Sweep. Melee Weapon Attack: +8 to hit, reach 5 ft., one target. Hit: 12 (2d6+5) slashing damage.
Swarm of Claws and Beaks (Recharge 5-6). Each creature within 15 ft. must make a DC 17 Dexterity saving throw, taking 26 (4d10+4) slashing damage and becoming blinded until the end of its next turn on a failed save, or taking half as much damage with no blindness on a successful one.
The Story
At the edge of the old Zwartveer forest rules the Kraaienkoning, a fey lord whose cloak is woven of a thousand living crows and whose memory is older than the village itself. His birds count every death, know every secret, and never forget a debt.
Generations ago the village struck a pact with him: protection and good harvests in exchange for a yearly toll. But the villagers have forgotten the terms, or pretend to, and now the king comes to collect the accrued interest, in grain, in secrets, or in firstborn children. The crows are already gathering above the rooftops.
You land in the middle of the bargaining: decipher the old pact, work out what the village truly promised and what tricks the king hides in his phrasing. You can try to negotiate, find a counter-offering, uncover his true name, or defy him in his own forest, each with its own dangers.
The twist: the village broke the pact first, years ago, and offered something of the Kraaienkoning's to another power; he does not come merely to collect but bent on vengeance, and the right is on his side. In the climax you must choose: force a fair price through fey law, or defeat the Kraaienkoning in a whirlwind of feathers and talons before his cloak of a thousand crows strips the village to the bone.
